can't install Soft 15khz + nvidia 6100 + windows home starter

Hello, I have an arcade cabinet with a viewsonic 19" crt arcade monitor,

I had a Nvidia mx4 AGP card with windows XP and it worked perfectly. When I built my arcade machine a couple years ago, before using that CPU I was using a CPU with a Nvidia 6100 card and I'm pretty sure I was using windows 7 (pro I guess).

A couple of days ago my computer passed away so I wanted to use the nvidia 6100 computer in the cabinet again so I formated the computer and right now I can't install soft 15khz al options are grey. Anybody knows why?
